"Can Raise Incidents" - proposed new permission

There is a "Can Close Incidents" permission which allows to control closing issues.

There is though, no possibility to control raising issues.
"Write IMS" permission allows both raising issues and adding history logs.

Adding new "Can raise incidents" permission would be nice and allow us to control who can raise an issue.
In our company only HalpDesk and TestTeam should be able to do that...
Having this permission, other user won't be able to do such activity
