Changing attributes/summary by administrator

Is it possible to switch off adding the log when changing any kind of attributes or summary or raised by fields?

This action of adding a log is by design.
The logic behind this action is that any change to an incident should be recorded as a history log so a full audit history of the incident or defect can be established.

At present this setting is mandatory and cannot be turned off.

Is this a definitive requirement of yours to turn this feature off?
